Employer Demand Must Be Matched With Authorized Supply Routes.
Singapore construction employers are subject to Ministry of Manpower (MOM) Work Permit conditions, approved source-country rules, quota and levy requirements. Cambodia is among the currently listed non-traditional source (NTS) countries for Singapore construction, but nationality eligibility by itself does not establish an active placement channel or work-pass approval.
Construction Trade Assessment
New overseas construction workers generally need appropriate Skills Evaluation Certificate (Knowledge), SEC(K), or an applicable recognized route. BCA-appointed Overseas Testing Centres, sponsoring arrangements and the correct trade test must be checked before proposing deployment.
Agency Responsibilities
Any Singapore employment agency must hold applicable authorization where required. The hiring employer and responsible licensed agencies—not Newland—handle regulated recruitment, selection, work passes and worker deployment.
Caregiving & Other Sectors
Caregiving and manufacturing can have distinct employment categories, approved source countries, occupational scopes, permits and licensing conditions. Do not assume construction rules apply to another sector.
